Indulge my imagination. How would a druggie economy work?
There would be seed money. Legitimate earnings skimmed in trafficking operations. Dirty money that would then be placed in that different kind of business one finds in drug scenes, illusion and presentation, together with other illicit funds, smoke from distant fires.
This money would be placed as venture financing, a tab on a drug dealer to be loaned to launder other dirty money and churn social relations but which is understood to require a return.
The entrepreneurs benefitting from this financing would in conjunction with the sort of speculative entertainment businesses that compose the brick and mortar druggie economy lay off the vig, the necessary return, on petite entrepreneurs who would be expected to generate a cash flow for skimming in both legit and illicit enterprise.
The vig would be a meat grinder running on significant attrition. It would use people up totally. The market for organs is around thirty thousand sets a year at about thirty thousand dollars a set. Do the math. That's a lot of money driving the laundering of a lot of illicit cash.

I hope you appreciate the dark dystopian familiarity of this nihilist vision. It is a possible construct.
